Jacqueline Grant

Jacqueline Grant earned her Bachelor's Degree in Early Childhood Care and Education at Washington Adventist University in 2020 and has worked full time as a Family Child Care Educator since 2011. Jacqueline was raised in a Family Child Care environment and is deeply passionate about providing children and families with the rich learning experiences she had as a child in a warm nurturing home environment. She is committed to using all the resources available for providers, which is why she used the Child Care Career and Professional Development Fund from the Maryland State Department of Education to earn her degree and is currently a level 6 in the Maryland Child Care Credentialing program. Her Family Child Care Program is accredited by the National Association for Family child Care and is Level 5 in the Maryland EXCELS program. Jacqueline is a strong supporter for Family Child Care Educators in Maryland and has been involved with local, state and national Family Child Care Associations since 2013. She continues to make strides as an advocate for Early Childhood Educators and the families and children that we serve. She was awarded the Ruby Brunson Community Advocate Award in 2018 by the National Association for Family Child Care.

Vice President

Debbie Moore

Debbie Moore has been a prominent advocate in early childhood education and family child care in Maryland. Her career, which began in 1991, includes numerous board positions with local, state, and national family child care associations, as well as roles on various county and state boards, workgroups, and commissions. She has served as Public Policy Director for both the Maryland State Family Child Care Association and the National Association for Family Child Care.

In her role as Senior Policy Analyst for the Maryland Family Network (MFN), Debbie was instrumental in shaping child care policies. She co-authored a paper titled "Informal Child Care Providers and Criminal Background Checks: Administrative Data and the Legislative Process, A Case Study," which examined the complexities of implementing background checks for informal child care providers.

Debbie's advocacy extended to legislative processes, where she provided testimony and written comments on various child care-related issues. In addition to her advocacy work, Debbie has 14 years of experience as a regulated family child care provider in Maryland and five years as a practicing attorney. She was also an approved child care trainer in Maryland for two decades, contributing significantly to the professional development of child care providers.

Beyond her professional endeavors, Debbie's commitment to the child care community is evident through her participation in public policy meetings and advisory councils, where she collaborated with stakeholders to advance the quality and accessibility of child care in Maryland.

Debbie has been married to her amazing husband since 1976, has raised 3 brilliant, talented and beautiful daughters and is now the doting grandmother of 2 grandsons and 2 granddaughters who bring untold joy to her life.

Treasurer

Christina Moxley

Chris invested in her love for children in 1987 as an in-home child care provider. Following 10 years of loving and educating children, an opportunity to work in a related environment with an emphasis on finance and accounting presented itself. For the next 18 years, Chris worked in Marriottsville, MD, as a bookkeeper and then Business Office Manager for a private school and church. One of her greatest joys were the 18 years of
mentoring the students through coaching the ladies junior varsity and varsity volleyball teams and participating on the leadership teams for six student based mission trips to Mexico and Guatemala. For the past 10 years, Chris is employed at Greenwood Towing and Driveaway, in Baltimore City, as their Controller and HR Manager. She is active in reviewing towing legislation and participates in City Tow Board meetings.
Although accounting and finance are what spins Chris' wheels, loving children and seeing them succeed is what warms her heart.

Erin Moxley Mallonee

Erin Moxley is the owner and operator of Mrs. Erin's Child Care. I love my chosen profession and believe that there is no greater feeling than knowing that you aided in the learning and growth of a child. What I enjoy most is seeing the expression of a child who has just discovered something new and wonderful for the first time. There is nothing better than when they are able to perform a new skill without assistance for the first time.
I have been caring for children for over 20 years; first caring for my own children, then neighbors children and other children in the community. I strive to improve the quality of the services I provide to my clients as a Professional Early Educator by staying up to date on the new Childcare laws and regulations, advocating for early childhood education, and learning new, exciting, and stimulating teaching methods and activities.

Wendell Campbell

Dr. Wendell Campbell serves as the Board Chairman for the Edward C. Mazique Parent
Child Center in Washington, DC. He has been involved in early education and Head
Start for 30 years, serving in various leadership positions.
The Mazique Parent Child Center serves Head Start families and provides services that
include early childhood education, early intervention/family counseling and parent
engagement. The focus of which is promoting responsive teaching practices and
promoting effective relationship/team building and communication/collaboration
strategies.
Professor Campbell works as a Consultant with Childcare Management Solutions, a
certified training organization, located in Fort Washington Maryland. He provides
training services for childcare professionals nationally. He is currently a professor in the
School of Graduate and Professional Studies at Washington Adventist University.
Professor Campbell was a National Head Start Fellow in 1997-1998 and a
UCLA/Johnson & Johnson Head Start Management Fellow in 2010.
He is a member of the National Black Child Development Institute Council of Elders and
a member of Phi Beta Sigma Fraternity Inc.

Board Member

Kim Grant

I have been a registered Family Child Care Provider for over 30 years and have served as Vice
President and President for the Family Child Care Association of Montgomery County, Inc on and
off over the last thirty years. I was appointed to the Early Childhood Coordinating Council in June of 2013 and served for 3 years. I received my BA in Early Childhood Care and Education from
Washington Adventist University in May of 2020 through the CCCPDF. As a NAFCC Accredited
provider, I have always been an advocate for children and families. As a Level 5 Maryland EXCELS
program and Level 6 Credentialed provider, I believe in the programs MSDE provides to us.

Angela Lamberti

Angela Lamberti has been a home-based early childhood educator for over 25 years. She is an active member of her county and state FCC associations, holding several board positions throughout the years, most recently as VP of Education/Interim President of the Howard County Family Child Care Association. A tireless advocate for children, Angela is dedicated to shifting the world’s perception of home-based care and supporting her peers. She attends and volunteers at professional conferences and meetings, promoting the value of Family Child Care and the early childhood community.

Vincent Lopez

Vincent J. Lopez is the Founder and CEO of Parker Health, a biotechnology company at the forefront of healthcare innovation. Under his leadership, Parker Health has developed the Parker Suite™, a cloud-based health management system designed to streamline healthcare delivery by unifying patient data, diagnostics, and care management tools. This system is built on Fast Healthcare Interoperability Resources (FHIR) standards, ensuring compliance and interoperability across various platforms.

In addition to his role at Parker Health, Lopez serves on the Dean's Council at New York University's School of Global Public Health and is the founder and Chair of the Lopez Clinical Innovation Studio (LCIS) at NYU. He is also a member of the Royal Society of Medicine and the IEEE Data Quality Standards for Medical Records Workgroup. His research interests include health disparities in minority communities, social determinants of health outcomes, and the development of artificial intelligence and machine learning algorithms for electronic health records and clinical decision support systems.

Lopez's commitment to advancing public health is further demonstrated through his mentorship roles at the NASDAQ Entrepreneurial Center and Village Capital's Innovations in Health Equity Accelerator program, sponsored by the Johnson & Johnson Venture Impact Fund. He also established the Lopez Foundation, a nonprofit organization focused on advancing education and healthcare access in underserved communities.

Recognized for his impactful contributions, Lopez was named to Forbes' 30 Under 30 list in the Healthcare category for the class of 2023.

Mark Rosenberg

Mark L. Rosenberg is a seasoned attorney based in Bethesda, Maryland, with over 35 years of experience in corporate and business law, commercial litigation, tax law, and securities law. He leads the Law Offices of Mark L. Rosenberg, offering legal services to local, regional, and national businesses and individuals.
MARK L. ROSENBERG LAW

Mr. Rosenberg earned his Bachelor of Arts in Economics from the University of Michigan, his Juris Doctor from Harvard Law School, and a Master of Laws in Taxation from Georgetown University Law Center. He is admitted to practice in Maryland and the District of Columbia, as well as before the U.S. District Courts for the District of Columbia and Maryland, the U.S. Court of Appeals for the District of Columbia Circuit, and the U.S. Tax Court.

Throughout his career, Mr. Rosenberg has represented a diverse clientele, including financial institutions, trade associations, developers, and manufacturing and service companies. His practice areas encompass corporate and business law, commercial litigation, tax law, securities law, federal government regulatory matters, employment law, real estate law, and trade associations and non-profits.

Prior to establishing his own firm, Mr. Rosenberg served as an antitrust prosecutor with the Federal Trade Commission (FTC), litigating major oil company merger cases. He also held positions as Deputy Assistant General Counsel for Legislation at the FTC and as Subcommittee Counsel for the U.S. House of Representatives.

In addition to his legal practice, Mr. Rosenberg has been involved in academia as an associate professor and department coordinator for the Child Development Program at Southeastern University in Washington, D.C., and as a professor in the School of Graduate and Professional Studies at Washington Adventist University.
